Mario and Luigi are both available to be played, but levels are primarily designed and tested with Mario in mind, so if there are Luigi-specific issues, they will not likely be addressed. I have assumed that anyone playing this has at least basic Mario knowledge, so that kind of low-level tutorializing is not here. He's acquired a great goo blaster, with which he plans to goo up the Mario brothers' house, thereby drastically reducing its property value and rendering the Mario brothers penniless!
